Will each empire will have separate associated ranks, permits etc. like the vanilla empire?

"Adds a total of 7 new empire factions" tempted me to try this mod, multiple empire factions make combat more challenging and fun, which is the mod that I've been looking for so far , but the colorful races are really hilarious.
