ETA: Tried a couple of your other recent maps, they have the same problem: two offices in the starting city/cities.

Bug: can't do research. There are two offices in San Antonio, building new rooms is blocked.

I made myself a fixed version which took 9.5 hours of playtime. The goal is $1Bln. Long map, but the setup for such is ok. Only 7 cities which puts some cap on performance issues. Each town starts with all resource types. In the end, the strategy is about which resources to doze and which to keep. An interesting exercise. :)
