They are default paintjobs and should show up there. The list is ordered by the time of purchase, they should be at the end after you bought them. I did just check and started a new game, bought them and they do show up. I have no idea what could stop them from doing so. Do you have both DLCs? This shouldn't matter in theory, but that's something I haven't tested.

So, I bought all the paint jobs from the trader, but they don't show up under default paint jobs. Where should i be going to find them?

The "glowing" is something I saw in Freeq's Paintjobs the first time. Its done by increasing the strength parameter of the paintjob. Unfortunately it's not a real glow, it's just increasing the reflection of certain colors to an extreme. But thats all we can get I think :)
