trying to reunite with germany but the focus says "The German Empire is not AI controlled" why??? you cant even choose to play as germany yourself so whats the point of that requirement?

Поиграл 2 минуты и уже не тянет к противоположному полу. Главный минус мода в том что нету описания фокусов и дебафов, иногда не понимаешь в чем смысл качки

I'm new to HOI4 so I might just be dumb, but "Spreading a Revolution" focus has an intelligence agency as a requirement, I'm not too sure what that is but I've read it's a DLC thing. Does that mean I would need the corresponding DLC in order to do the "Our Path to Freedom" route?
