Nope, they are Commission for someone who bought them, if they would be craftable, they could lose their value rapidly on a lot of servers.

Maybe they are mixing with other Workshop.
Try to UnSubscribe everything, subscribe just these Katanas and try them in Single Player.

I will also take a look, maybe it needs to be updated.

Nope, they are obtainable only from crate on Hexxis. That means you have to give them to yourself.
