Last 4 pages is Appendix A

"U.S. Government license plates for agency-owned vehicles begin with
the agency prefix (see Appendix A) and contain an agency name or
logo in the lower left corner."

So in essence, you could make several variations of the plate for like each branch of the Armed Forces, FBI, or any other official government agency.
