I just noticed that this mod has an outdated localization folder thingy, at least based on what the original creator of the music template mod have. I just fixed it, though I'm not exactly sure if this was what caused the problem for you, but would you mind checking it again?

I also checked in my own game and started a few new games with Japan, USA and Germany, had all of their oil consuming units on training and not once did their fuel consumption number dip into negatives. This mod only adds extra music and does not modify other aspects of the game in any way at all, so I am just as confused.

So something seems off because I am using this mod and this mod only and the fuel mechanic has broken. When the max consumption is negative I can safely say that something is wrong.

@Not Really Robert E. Lee I just checked in my own game, it's showing up for me just fine. Could it be a mod conflict of some sort on your end?

I think it broke, doesn't appear in the radio stations now
