The only way you can play plenty of maps is because they most likely have custom textures that are packed into the maps .bsp file when they are created.
Mods are made using custom textures as well for example if you downloaded a car they would have to of made their own texture for the car and when you download it you get the texture with it so you can actually see the car, so before you comment on my stuff claiming i'm raging and insinuating that i'm stupid how about you learn your Garry's Mod history.
