I like the concept, but I think you might want to add a smoothing modifier, and, of course, it'll never make it in unless you get it into the Source engine.

I recognize the design, there are some revolvers like this, but the model is pretty basic and I think it needs more work. I think it'd be better suited for the Spy then the Scout. Does it function though? There are no screenshots. If it isn't rigged, it's basically just a design. It's an awesome concept, keep it up.
