Update these lines in the mod's XComGameData.ini file:

I double checked their encounter list:
M1 (3 Health) appears force level 4 - 8
M2 (6 Health) appears force level 9 - 14
M3 (9 Health) appears force level 15 - 20
They should increase, but yeah I agree - they're kinda intended to be fodder enemies.
