I think it should give you -50 to -75% damage done by fire.

-sets wearer on fire for 10 seconds
+minicrits for 10 seconds
+Sets enemys on fire for 8 seconds
+50% fire damage vulnerability on wearer

It would be cool if when you ate it, it cause all melee damage to set enemies on fire, or it gives your minigun a 5 second buff that sets enemies on fire... :) But that's wishful thinking, isn't it, Valve?
