Using the regular map name to launch it doesn't work for a workshop upload.

You should use its workshop ID instead, which can be found in the URL of its page, which can be retrieved through right-clicking this page in Steam and pressing "Copy Page URL".

In this instance the correct command would be "map_background workshop/2519751398".
