It won't let me read the descriptions of the abilities unless I unselect them down to 4 again, which defeats the purpose of the mod.

It only work from start of the game. But also add extra slot to barracks at any time in the game.

what happens if i add more that 104 modded classes and how many mods in total i can run? (asking to save a bricked save file)

Limit is 122 class. You can only add 104 modded class and always have 18 vanila class.

is thee any limits? Like, lets say, i have over a 150 characters?
