This may not be what you mean, but the muzzle flashes / flame effects for the infantry
units are part of the actual unit sprites. So animation frames where the weapon is firing include the muzzle flash. So it's taken care of inherently with the scaling.
The only one that is slightly off (at least that I've seen so far) is the grenadier. The grenade appears to launch a little more above the soldier than it would when it's at the correct scale, but I don't think it's very noticeable.

I created several python scripts that run the scaling and repacking operations on the sprites. So it's just a matter of finding the time to find all the infantry units in RA, run the scripts, and then push up the mod to steam. I would say a Red Alert version will be available in the near future.
