Yes, this mod improves the Mangonels accuracy greatly while also increasing range and ammunition.
The accuracy debuff (-50) was linked to the projectile while the in-game displayed accuracy (20) was linked to the unit. Maybe the unit card couldn't display a negative number? I don't really know.
I recommend aiming at melee units first, because once the lines clash you won't be able to in most cases. After that shoot at the ranged units. If you see enemy units rout, those are your prime targets. Because they will run away in an incoherent blob that is easier to hit and it will prevent them from coming back. Remember that you can deploy on hills and force the AI to you sometimes, even as attacker.
For siege battles:
Here Mangonels shine. I recommend targeting towers and gates first to allow your melee units a quick progression without the penalties to climbing the walls. After that move your melee units slowly towards the broken gates and start blasting at anything that moves with your Mangonels in the meantime.
