Either way you could test it, best way would be to try out the units in melee and see if they perform worse
As for the difficulty I would say that this mod makes the game harder
When you play on legendary you are mostly going to be outnumbered severely in most battle and this mod makes pulling off heroic victories significantly harder, because your units will tire while they can just put their fresh units to fight your tired ones
Also, when playing a defensive siege you are supposed to win even with a number disadvantage unless they have artillery (which AI, or anybody really, never does)
Weather you consider this too hard or easy this mod is purely to fix a bug that makes one of the games core mechanics nonexistent and I and many others have already made a lot of mods to balance the game according to our and others preference
A somewhat long explanation since I've got the time:
Same categories are used for both Shogun 2 and FotS ships. While S2 ships have oars and thus can reasonably suffer from fatigue, FotS' are steam-powered so at the least they would require different, smaller values. Judging by the leftover values on the table (probably from Empire), the devs also thought about that, as the only one suffering from fatigue is oared galleys. Maybe some minor debuffs applicable for both S2 and FotS can be tested, like -0.05, -0.1, -0.15.
That aside, I'm curious to see how the AI performs with this mod. A lot of people (including me) think that the AI doesn't understand fatigue, so it's possible that the devs didn't implement fatigue effects on purpose. My posts may sound a bit negative and skeptic, but still this is a great find, good work!
I don't play naval battles that much, and even when I do I don't pay that much attention to fatigue, and also things like this are really hard to notice even if you were paying attention since the debuffs don't show up in the ui
Could you please specify if you meant that some navy units also don't receive debuffs
It does exactly what the title says, infantry did not receive any debuffs that they were supposted to receive because of a dev oversight
This mod corrects this and gives them the intended debuff
If you were asking about what the debuff specificly does than its
Tired -10% run speed,-10% charge bonus,-5% accuracy,-10% melee attack
Very tired -25% run speed,-25% charge bonus,-10% accuracy,-25% melee attack
Exhausted -50% run speed,-50% charge bonus,-15% accuracy,-50% melee attack
If a unit is in some other state (like fresh,active,winded) it does not receive anything (as devs origionaly intended)
