Good news, made a copy of my save file, let the vendors inventory refresh. Worked like a charm. Import also works as well, so either way you'll get the blueprint into savefiles that are current.

Not sure, importing is the one way to be certain but since this only updates vendor lists, it'll probably spawn when vendors refresh their inventory. If importing is a hassle, try waiting around 24 hours and checking weapon vendors again!
