@tools guy-kun: All my mod does is to add the "companion" and "NOCLICK" tags to balloons depending on whether the client is holding down the 'Force Attack' button or not.
In your case you might want to create a server mod and alter the tuning values of balloons, e.g.
TUNING.BALLOON_SPEEDS = {1,1.2,1.4,1.6}
to make the speed boost of Speed Balloons twice as high. Most rebalancing (but not new features) can be made by altering the tuning values.
