I don't know about other programs, but in Blender, just be sure that in vertex groups an item and a person have a same name for that bone.
how do i make them have the same bone?
1) Well, sure, but it's not really that hard. All you need to do is to be sure that.
{1} An item and a person had a same name for 1 bone. For a better result, create a bone near another bone so they would be bonemerged normally. Then merge a bone with an item.
{2} Move an item to a needed placement. And also rotate, move and resize the created bone till you're satisfied with results.
{3) Keep in mind that just because you placed and rotated the bones and the objects doesn't mean it will save a placement. You need to save Location, Rotation and Scale for an item and a bone.
{3} Now export them separately. Boom, now an item can be bonemerged.
2) No, but I think that is possible even without putting an extra effort. You have to move all files (models, materials folders) to a usermod folder (or into a separated folder if it's available)
