Plus, if I remember correctly... Quadruped rigs are not supported. I might be wrong so don't take my word for it.
Maybe try using autorigger?
As for the skin, unfortunately rotten-eyed didn't port it. Maybe one day I will try to recreate it, but be warned that I'm not best at reskinning.

Then in this case go into the root folder of SFM then game/workshop/models/AttentionHorse/tangled.
Keep in mind that you'll need a decompiling software such as Crowbar, and an addon such as Source engine tools for Blender to import the model.
i want to know where it would be stored in file explorer not SFM so i can animate him in Blender

i subbed but i cant find the file location
probably because it's the exact, same original character model from the movie itself.
Great port by the way and some funny artwork present here as well.
