Depends what data that mod uses. If it uses the same as mine, they won't work together. You'll just have to try it yourself.

What happens with tier 4 and 5? I have the level 4 minor settlement with walls mod. how is those settlements affected?

helstorm rocket battery very bad in a siege (when you play just for defense) Of course, some will probably disagree with me, but I'm sure there will be those who will like it if there is a mod with a garrison where instead of them there will be mortars
