Subscribe to the maps you want to play, then go to the Custom Game menu. The subscribed maps will be downloaded for you.

how do you get the maps?

You just go to the Custom Game menu of the game and the checked maps are automatically downloaded for you.

I don't understand how to actually download/install these maps. I can 'check' them, but there's no continue or download button I can see.

He certainly wouldn't be able to - in his official capacity as the game's creator - create a mod based on a Sony owned franchise if that is what you're proposing. Third party fan projects could maybe get away with it (depending on how aggressive Sony is with taking down infringing projects).
