I admit I wanted to make another path in this tree to make each Baltic state stronger and work together whilst each remaining independent - but that means I would have to edit Estonia and Lithuania as well which could affect some mods.
Unless you want one tree which is for Latvia on its own... would you like this?
The focus tree allows you to get cores on nearby provinces, and the combat bonuses mostly apply to core territory.
There are a few manpower focuses you could consider a bit "overpowered" but not when you consider your core population is only about 6-10m, and it will take years to get mobilised.
At most you can get about +10% recruitment bonus by 1940, but there are historical reasons for this. In Latvia 200,000 men were drafted in German and Soviet armies, which was about 10% of all Latvians; not to mention those men that were imprisoned or died elsewhere that could have been available to fight, and one of these focuses is for recruiting women, who also fought.
If you want to survive 1939 on normal difficulty you will still have to ally with Axis, Comintern or the Allies.
