You'd think so. I guess I don't see the point in them even offering the modes for Tabletop use if it's against their terms and services.

But still I wonder, if you can't upload to steam workshop, then uploading to the cloud (or anywhere else) in order for others to be able to see your model ingame would create the same offense?

Heroforge owns the intellectual property of the models even after you buy them, therefore you cannot edit, or reupload them to another place (such as the steam workshop.)
