Should be noted that this does not appear to be save game compatible (in that it will not enable his recruitment, even after advancing to a fresh turn). It does, however, work just fine when starting a new game.

Excellent! I never want to recruit a second general in a Franz campaign unless it's Helborg. The Nation was calling but old Kurt didn't want to answer until turn 30.
