Here's the deal: Romans\Greeks are defensive nations. They boost their strenght by using formations. Like shield wall, phalanx, hoplite wall.
Barbarians\Iberians Use abilities instead of formations. Hit and run\ambush tactics work best for them.
Carthaginians and Eastern factions have mixed style troops. Some are ability based some are formation based.
The reason why hillmen destroyed your spartans is because you likely did not use formation and/or were attacked in the flank or rear.

I didn't, however, update anything at all. Just made a few changes to be compatible. I'll look into it when I have more time. Do tell me if there are fucked up units and such tough. If I know what is wrong I can quickly fix it.

As the number of mounts and number of units values are in different files if you just change one of them it will f**k up the cav. Because my mod has cav sizes increased.
However if you want more units per turn just build more military buildings. each military building gives a +1 recruitment slot meaning in the Rome province you can have up to 5 units per turn ;)
BTW do you have reduced recruitment times that has every unit recruit in 0 turns or that makes units who take 2 turns to recruit take only 1?
If you have a mod that messes with ALL cav units or some of them, hence, just the roman cavalry units then if they change the number of men and not the number of mounts (if they're different) the men will appear or 2 men in 1 horse or no horses at all.
Are you using any only roman troops mod?
This could be the cause if it didn't just add units and the modder didn't erase the old data from other units.
