Mod is working fine here, maybe clean up your modlist. There might be a conflict somewhere, no matter the load order.

Can you please make a mod where unlimited spells is always on?

If you have a spell that's not unlimited on a wand, then get the unlimited spells perk, you might need to drop the spell then pick it up again for the spell to turn unlimited
