Found the problem. I didn't define the waypoints for the ship. I will update all the ships with waypoints for the build drones.

Despite having 6 drone pods Kyoto doesn't launch any amount of construction URVs to repair itself. It still shows that URVs on board are in use. But no any visual drone around the ship. So repairing extremly slow in zone with player.
Other ships do launch URVs. Tested with Kyoto & Cheat mods only installed.
Otherwise wonderful ship/mod!
