I think the problem is in the verification - a human is playing right now a chaos? He compares it with the vanilla faction of chaos. And in another mode chaos, probably as a separate faction was created. So it does not pass the test and diplomacy does not open for it.
For you, I will remove the check that a person is playing and post it as a separate file. The mod will need to be turned on when you play for chaos and turned off when you play for any other race (so that diplomacy does not open up for chaos).
Put the file in the folder with the game\Data\ and it will appear in mods

This mod seems to be compatible with with a ton of mods i'm using like Radius mods and Ultimate Chaos mods along with player only mods, but for some reason it doesn't like mod. Load order doesn't matter

I'm at turn 147 or something, the Chaos horde just appeared. I can't negotiate with them, why is that? This mod is the last in the loading order

It only appears to be outdated, it actually works. I will update it someday when I return to TWW again

This mod seems out of date now, it is a great mod and really fun to use, I hope the creator updates it .

after the last updates it seems that AI skavens, Norsca (and also orcs) are not at war with chaos once they invade, but if I play them only with Norsca I can decide to side with them or not (damn, a true skaven would side with them and then backstab them once they wipe out the other factions, using chaos invasions x10 I`m instead the order defender...). anyway great mod, must have for playing as chaos

A good idea. But in this mod, diplomacy opens only if the player himself plays for chaos. But in tww it seems like and so the skaven have diplomacy with chaos?

does it work only if I play Chaos? I`m currently playing Moulder and an option to make peace (and use diplomacy) with chaos would be perfect for skaven factions
