Lol it means rather than hard code the mod to use API calls for ONE OS you set it to use something universal that works on Linux, MacOS and Windows. Which is basically everything under the sun minus Direct X.

linux and mac are different operating systems, and sometimes require mods loaded in a way specifically meant to work on those machines
