It's actually just a touch-up of the unpaintable style. IDK if there's any feasible way of doing the black hairstyle without editing outside of SFM. I just put it in photoshop and added a little transparent black on top of it.

If you're just looking to do it in TF2, there's a "Pigmentation Gained" style in the drop down menu for the cosmetic.
