Ah, right, flak CG one keeps ability to target shots.

This improves the flak coilgun only. The flak missile improvement has its separate mod that removes "target shots" in order to prevent an unwanted detonation when under enemy payload-based PD fire: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2231511355

This aims to prevent flak coilgun and flak missiles not pre-boosted by the launching ship from doing no damage due to flak bug.
