I must admit that I don't understand it either. As soon as you start working in the mines, you will get wounded workers which you can't recover. Having wounded workers around will prevent you from getting the 80% required wellfare. You will need a terrible lot of food, beds, ... to let them all walk around the base while not contributing anything.
