I am getting the same error as Captain. I have everything researched but can't place this building due to it being locked. I hope they work this out.

Nope all researched and I can place your Australian shop and toilet collection. Its apparently a rare bug that some people find.

Unfortunately I am unable to place this in my franchise zoo, there seems to be a bug that locks it out. Still getting a thumbs up!
