To fix it, just go in to the Mod Folder, res->config->sound_set->PB_66 and change all "PB_66EU" to "PB_66"
i.e. When loading a saved game the numbers all the way to the right of a mod can be mouse clicked, which allows you to move the mod up or down on the list. When creating a new game there is a check box on the lower left part of the menu above "Select Options" that allows you to do the same.
