Different Government Types - probably the worst kind of grievances penalty in the game, especially as the game progresses.
A -25 penalty can very easily turn into a -75 penalty, once you switch over from a tier-3 government to a tier-4.
There are mods for this, but they are programmed in such a way to where they cannot conform to the current rendition of the game.
Eras, GlobalParameters, DiplomaticActions, DiplomaticStates, ModifierArguments, GameEffectArguments and DiplomaticActions_XP2.
Otherwise on building a mod - you have to use a tool called ModBuddy built by Firaxis. Recommend watching some youtube videos or such to get into it. Too big a topic to get into here. :)
@Lilt, after trying the mod, what did you think?
It's very annoying when, say, Montezuma invades, is pushed back, you leave him his one city, and then the fool re-declares war a few turns later. So I put him down, and then the world treats me like Hitler despite being the victim of a surprise-war, twice.
