NOTES
There's a lot to change and look at when it comes to grievances.
If I've missed something or I've got the value wrong, please let me know.
It appears to work with the base game and the DLC and Expansions.
This mod adds no new values to the game's data engine. It only updates what is there via SQL query. If you do not have a specific DLC, it'll simply not find the record to update and move on. The game's log will report an error if you do not have Gathering Storm. But all base game modifications are done prior to this.

Known missing items:
- Last Viking King (Harold): Grievances for the size of your navy is a DynamicModifier. The Effect the modifies grievances appears to be buried in game core and as yet I have not found a way to modify it.

- Optimus Princeps (Trajan): Grievances for the number of tiles in your empire is a DynamicModifier. The Effect the modifies grievances appears to be buried in game core and as yet I have not found a way to modify it.

Since the last thread for this was 4.5 years ago, it is unlikely that you will read this one, but in the event that you do:

Different Government Types - probably the worst kind of grievances penalty in the game, especially as the game progresses.

A -25 penalty can very easily turn into a -75 penalty, once you switch over from a tier-3 government to a tier-4.

There are mods for this, but they are programmed in such a way to where they cannot conform to the current rendition of the game.

No - I doubt it works with saved games. The mod works by modifying the initial values the games loads with. For a saved game, those values have already been initialized.

Same question actually. I just put this in, loaded my game and all the warmonger penalties have been doubled. ???

thank you i was wondering could you make a 0 version, id love to be able to have diploamancy with other nations while fighting a war, if i get -1 greviance they almost will not talk too me

This mod is made with SQL Update statements. Against the following tables:
Eras, GlobalParameters, DiplomaticActions, DiplomaticStates, ModifierArguments, GameEffectArguments and DiplomaticActions_XP2.

Otherwise on building a mod - you have to use a tool called ModBuddy built by Firaxis. Recommend watching some youtube videos or such to get into it. Too big a topic to get into here. :)
