If I had to guess, it's a reference to that one roleplay series in Half-Life.
Solid series, I recommend it. I never figured that guy to make something like that, but as a long time fan I love it.

As for it's uses...assume you don't have an immortal, clone making, 4th wall breaking, mad scientist of Black Mesa...not much.
