You haven't actually asked any questions there, but it's not my mod, I'm not sure what kind of input you expect there. I never noticed this issue, but I don't look too closely at portraits in general. I'm sure it'll catch up to soldier appearance changes eventually.

Another thing is do you use any map mods and if so what map mods do you use? I used most of eclipsezr's standalone map mods but saw when I save there's no photo of the map like in vanilla maps and didn't really like that and removed all my map mods. Apart from the UFO eclipsezr map mod everything ran pretty stably for me.

I.e. just disable mods until the issue goes away, whichever you disabled last is probably the cause.
I don't understand what leg customization issue you're talking about, a screenshot would help, but either way I don't know what could be causing it. Assuming it's one of the mods you have, should be a matter of some effort of turning mods off to find out which one.
Soundtrack Restoration isn't part of this collection, not sure what I have to do with it.
Please follow the procedure explained in the collection's description to suggest mods.
Most of these are already included into the collection, rejected or under review.
[WotC] Part Names for Vanilla Armors : Localisation edit for Vanilla. Last updated in 2022, unsure if included in Highlander.
Also woops I didnt see the alternative collection that mentions the other scrollbar mod. The recent comments seemed to suggest Smooth Scrolling can have issues.

[Fixed scrollbar (row-based scroll speed) - Wotc [/url] is an alternative to Smooth Scrolling that I prefer.
It is among the Core Collection mods but is also one of the superseded mods.
I don't think there are many modders left for XCOM 2: WOTC anymore (I only hope there'll be modders left for XCOM 3, if that ever gets released, since I know I am a huge fan of this series now - it's even better than Halo to me!) but at least you're still around, as well as people like RustyDios and a select few other "mod watchers" who help keep XCOM 2 different and enjoyable!
But the CookedPCConsole thing fixed it.

Anyway, confirm that your game works with no mods enabled, and if it does, try using only Highlander. Chances are, that's the cause of the crash. The Highlander workshop description has a link to Highlander troubleshooting page, which has instructions for copying some files to CookedPCConsole, try doing that.
