We've got like 20+ characters by now that are all the same quality (including another version of Toon Link that's resprited and more streamlined). The original Toon Link definitely still holds up as a lot of fun though, haha!

Particularly Smash Toon Link might interest you if you like Toon Link (though it's possible you know and simply prefer this version, which is also fine lol).
And no, personally I have no plans to do anything Rivals 2 related, haha.

So unless you see that effect, then the hit is possible to survive!
As it is a powerful move, but it's not quite the strength you describe and that'd be the only way to reliably die at 20% to it. Rivals in general is notorious for those very early kills due to how strong DI is in this game, causing no DI or DI out to kill at incredibly early %. So that would be my guess, at least.
Unfortunately I can't balance towards that though, so I hope this helps somewhat! Let me know if there's anything else!
The hammer in general is a ludicrously strong kill move... Maybe you could decrease the knockback and increase the startup? I think the ice arrows could use a nerf too.
You can always try Smash Toon Link if you prefer a more streamlined Toon Link design! I made both for a reason, haha!
All that said, not sure what you mean twilight link? Toon Link doesn't use anything from twilight princess in his alternate specials.
He is simply the son of Sol (the lore thickens)
And that makes sense, haha. Either way, glad you like them, and make sure to leave a like on the characters so others might see, if you didn't already!
Good you discovered that STL also includes some extra moveset stuff though; it can be a little obscure and I'm not sure everyone is aware due to that... But it can make him a lot more fun, if you're interested in still having some cool stuff like skull hammer and not purely the more basic Smash moveset.
All that said, glad you like the characters, I always appreciate hearing that! Definitely give everyone on the roster a go (and a like for visibility) if you haven't already, haha!
He's linked in the description and under the larger roster collection, so I totally recommend checking him out (and other characters).
Edit: After trying for hours to kill him & not being able to launch him more than a few feet, I decided to test it in Practice Mode & I had to get him well above 700% to kill him at ledge with a fully charged strong.
It's more like a really overpowered AI you can put against other characters who might have a similar thing, but for players I don't think you'd beat it normally. As it's not unwinnable... Just really powerful and he can't be launched while attacking etc. It's more for the spectacle, to be honest!
All that said, other Kewtians like Matt, Aria, Sol, etc, have a similar boss mode. And out of those, Matt is unique in that he has 2 boss modes (its an older one before the one they have now, which I moved to lvl 2). The reason I'm telling you that, is that this 2nd boss mode is much more toned down and beatable for a player, so if you want a more fair challenge then that could be worth checking out!
If you check that out and its something you're interested in, I can probably add this 2nd boss mode to Toon Link and others as well, if you'd like. Just let me know!
Even when I hit him with Tenshi's counter attack to use his own strength against him so he takes 70+ damage, he still just instantly kills me.
But to answer your question: You'd have to use down taunt to take the picture, and if a character doesn't have support then it'll generally just default to a question mark picture. So you can still use it, but it won't have a proper photo if the other characters doesn't have support. Hope that helps!
Definitely recommend checking Smash Toon Link as well if you haven't; he's a bit more polished animation-wise and can access some different movesets as well (although mainly through inputs at the start of the match, he doesn't have the item mechanic). Either version is fun though!
