Hey, I don't know if this is FR or your submod but germany randomly gets the sudetenland or goes to war with the Czechs even though you don't do any focus on their expansion tree, it just randomly happens in january of 1937

Demanding states for the most part will yield a no. You are asking them to give away their country. But you could try improving relations with them, as small as it is, objectively increases the chances they will give it to you.

every time i try to demand a state from hellnic republic as ottoman empire they always refuse even tho i deleted their industry and their army they still refuse. Its also the same for every country i try to demand a state from. (Btw the demanding is from the focus tree)
