Because it's part of the whole system, the vision range of the characters is influenced by some of the custom stats so disabling the vision system naturally nerf some of the stats.
The V2 will have options to customize the mod but as of now it's provided as is.

But i don't want to put eye on 139 characters in all deactivated encounters, why i can't just turn it off?

Automatic deactivation of characters out of the sight range of players, for a better immersion and less metagaming. You can lock activation/deactivation if you put the eye icon status that should be on the top of your GM status list.
