After rechecking the files, it seems like Screamer MkII isn't a dedicated subrace. According to the wiki it's the Headless MkII with a Screamer MkI head. In all cases it's not present as a Skeleton subrace in the modding tool.

Deadcat is a faction, not a NPC race.

Fogmen's race is "Deadhive", which is unlocked by the mod iirc.

Nope, this doesn't change anything for the game starts. I might do special starts at some point though, but I'll have to know faction interactions better first.
