You can improve it and publish your improved version. I'd recommend starting with the Cortex Command Community Project version in this case. However, I won't be doing any more work on this mod in the future.
Probably the mod. CC AI doesn't really understand melee weapons, and has to be modified in order to use them properly. In fact, as far as the engine is concerned, all melee weapons literally are guns.
I have no idea why. Absent any information about your issue, my best guess is a mod count problem; if you have lots of mods installed, CC starts to just not acknowledge some of them.

No. The Skaven, Empire, and Dwarfs are the only Warhammer races with the technology to fit into CC so relatively well. The others aren't different enough technologically to justify all the work that goes into a tech. When I get the time to make another tech (will probably be a while), and if I have the mood to do so, my current thoughts are that it will either be something Star Wars or a Star Wars-inspired original faction.
