However, I like the idea of a unit needing constant maintenance, like ships and soldiers needing ammunition, or fuel. That makes it more strategic, because then you can strike enemy mines, wells, and damage their supply chains. That makes it worth while to bomb tiles like oil, and coal, because in real life these are relied upon. When the allies reinvaded German Territories in WW2, many bombing targets were oil wells and roads for supply chains to hinder the German Army. I would suggest to make certain units, realistically, require resources per turn, as in fuel and ammunition.
It would need tweaking though, because there's not really enough resources out there to provide sufficient needs for a large army.
Submarines should still use petrol oil though, they used diesel for fuel before going nuclear.
