I was wondering how to set it up so that when the mouse is idle, it doesn't continuously show the cherry blossom petal effect.

This is an asset, not a wallpaper. To use it you need to create your own 2D Scene wallpaper, then click Add Asset on the left and select the cursor trail.

I downloaded it but it doesn't appear in the list of wallpapers.

Is there a way to make it so that there is no swirl? Just a petal trail?

This is a custom asset that you can add to your own wallpaper in the Wallpaper Engine editor. Official guides on how to use the editor can be found here: https://docs.wallpaperengine.io/en/scene/first/gettingstarted.html
