Yeah. Maybe have various Gmod maps representing the various areas/districts of Libery City, with the areas beyond being represented as skybox?

I love it just as you but it's really difficult for me to sacrifice the rest of Portland, so in the near future you'll be seeing only a couple of different districts from the official multiplayer maps: https://youtu.be/WCJmCrNBNyo

gta 3 is NOT on the source engine to be used on gmod. gta 3 uses the RenderWare engine.

have you tried stacking sections of a map on top of eachother, kind if like how the csgo battle royale mod does it, where it teleports you to another section of the map when you get to the edge of the first one
