its not a civil war mod its a mod where you tell your ethnic minorities to rise up!

so you do have to be at war, and the pure pre-requisites, is 1 you have to border them via land dont have to own a state bordering them though, 2 the rise WILL join your army, 3 the state wont go to you but you might controll it because the rebelion rises on victory points

No, I don't think it is broken. I just wasn't sure when it can be activated and how to use it.
So once I am at war with China for example.. I can have minor rise but the local (rebellions) who will fight with me?
will the occupied territory will be given to them or to me?

2 you do have to be at war
