I'm actually thinking that I should increase the effects to something like 10% - 28%
unfortunately I'm not entirely clear on how one updates hoi4 workshop mods

@jagerhunter. I assume it should as long as they don't alter the 00_logistics_skills file. the only alt history mod I've tried it in was Apres moi Deluge and it worked fine, but that one is pretty light on alterations.
