Perhaps have him as THE heavy character for Rivals, having a x0.8 knockback multiplier. To make him feel like a playable boss, his main gimmick could be that he can send out robotic drones to assist him in battle. Think Gargos from Killer Instinct 2016.
To make them not spammable, he could also have a power meter you need to manage, which fits his character since he's mechanical. How you'd fill it I'm not sure, but in any case it could be required to create his drones, and also be used for his strong attacks which are weakened when it's empty.
